Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:
 
Section 1.      The Allegheny County Board of Election is hereby directed to place before the qualified voters of the City of Pittsburgh a referendum question at the 2007 May Primary Election:
 
Shall the Pittsburgh Home Rule Charter, Article Three, Legislative Branch, be amended by reducing the number of Council Members from Nine to Seven in Section 302. Composition, with the specific amendment as follows:
 
"Section 302.  Council shall consist of Nine Seven members.  All members shall be elected by districts.  Each of the districts shall be represented by one member who shall reside in that district.
 
This change shall take place after the completion of the 2010 Census by the United States of America."
