Section 1.  Resolution No. 624, as amended by Resolution No. 1000 of 1996,by Resolution No. 250 of 1997 and by Resolution No. 77 of 1999, and by Resolution #599 effective September 30, 1999 and by Resolution No. 739 of 2001 and by Resolution Nos. 416 and 421 of 2002, which presently reads as follows:
