WHEREAS, Three Rivers Center for Independent Living, located on the North Side at 990 Rebecca Avenue, Pittsburgh, PA 15221, is a non-profit, consumer-controlled organization formed in 1980; and
WHEREAS, its mission is to promote independent living for and by individuals with disabilities and to empower people with disabilities to live self-directed, productive and personally meaningful lives. It provides high quality, consumer controlled services and advocates for effective community change to enhance opportunities for people with disabilities; and
WHEREAS, in a history making event fourteen years ago on July 26, 1990, President George H. W. Bush spoke of challenges, optimism and dreams as he signed the Americans with Disabilities Act, one of the most important pieces of civil rights legislation enacted in the past 25 years; and
WHEREAS, Three Rivers Center for Independent Living commemorates the anniversary of this important event by holding an Annual Disability Pride Week Rally in Downtown Pittsburgh to heighten awareness of the physical, attitudinal, systemic and communicational barriers that exist for Americans with disabilities; and
WHEREAS, this year, Three Rivers Center for Independent Living will sponsor the rally on July 22 from 11:00 AM to 1:00 PM at PPG Plaza at which Ms. Wheelchair Pennsylvania will be the guest speaker.

NOW THEREFORE BE IT RESOLVED that the Council of the City of Pittsburgh commends Three Rivers Center for Independent Living for their work, dedication and advocacy on behalf of people with disabilities and for heightening public awareness about the barriers that confront people with disabilities.
BE IT FURTHER RESOLVED that July 25 through July 31, 2004 be hereby declared "Disability Pride Week" in the City of Pittsburgh.
