Resolution authorizing the Mayor and the Director of the Department of Planning to enter into a Temporary Right of Entry and License Agreement between the City of Pittsburgh and JOCO partners and Urban Growth Property-Everest Pittsburgh for the installation and maintenance of artistic banners at 625 Stanwix street. As well as authorizing the Mayor and the Director of the Department of City Planning to accept funds from JOCO partners and Urban Growth Property-Everest Pittsburgh in the amount of Ten Thousand Dollars ($10,000.00) provided as a gift towards artist's fee for the artist chosen for the initial banner installation.

WHEREAS, the City's Department of City Planning includes a Public Art + Civic Design division, which seeks to introduce new and innovative public art programs around the City of Pittsburgh; and
WHEREAS, the City's Public Art Plan provides a vision of how public art will be created, maintained, and displayed in the City of Pittsburgh for the next decade and calls for the integration of art into the "build environment" as an element of urban and building design as a means of reinforcing public gathering places, infrastructure, neighborhoods, and communities; and
WHEREAS, JOCO is a residential and commercial real estate firm that owns and is currently renovating the mixed-use commercial building located at 625 Stanwix Street ("Building") in downtown Pittsburgh; and
WHEREAS, UGP owns the 9-story parking garage portion ("Garage") of the Building; and
WHEREAS, as part of the renovation process, JOCO has hired Weingart Associates, Inc., an environmental graphic design firm, to oversee production coordination and installation of a banner project ("Banner Project") pursuant to which twenty (20) banners will be installed on two contiguous elevations in the exposed vertical bays of the Garage ("Banner Project Site"); and
