Resolution authorizing the Mayor and the Director of the Department of Public Safety to enter into a Data Sharing Agreement with the Bloomberg School of Public Health housed within Johns Hopkins University to engage in a process and outcome evaluation of the Office of Community Health & Safety’s Prehospital Buprenorphine program, which agreement shall be at no cost to the City.

WHEREAS, the Administration of Buprenorphine and Linkage to Care by Emergency Medical Services is an initiative managed by the Bloomberg School of Public Health housed within Johns Hopkins University (collectively, the “School”) that is designed to evaluate promising practices and programs in Pennsylvania for preventing opioid overdoses; and

 

WHEREAS, the City wishes to enter into a collaborative partnership with the School to evaluate, inform, and disseminate scientific findings related to the delivery of Prehospital Buprenorphine; and

 

WHEREAS, to further this partnership, the School has requested that the Pittsburgh Bureau of Emergency Medical Services (“EMS”) and/or the City’s Office of Community Health & Safety (“OCH&S”) on behalf of EMS provide the School with data in EMS’s possession regarding the OCH&S Prehospital Buprenorphine program, in particular, incident data; provider data; and follow-up data.

 

Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1.                     The Mayor and the Director of the Department of Public Safety are authorized to enter into a Data Sharing Agreement with the Bloomberg School of Public Health housed within Johns Hopkins University to share certain data to allow the School to engage in a process and outcome evaluation of OCH&S’s Prehospital Buprenorphine program.  Such agreement shall be at no cost to the City and shall be approved by the City Solicitor as to form.
