Ordinance amending Pittsburgh City Code Chapter 604: Curfew; Section 604.09 Review.

WHEREAS, gun violence, human trafficking, homicide, and other violent crimes in the City of Pittsburgh are a concern of the Council of the City of Pittsburgh, and
WHEREAS, the wellness and safety of the young people of Pittsburgh is a concern of the Council of the City of Pittsburgh, and
WHEREAS, certain business districts and residential areas have seen an increase in violence involving young people, deterring business owners, customers and residents from remaining, visiting or relocating to these areas, or otherwise encroaching on the quiet enjoyment of their communities, and
WHEREAS, the City of Pittsburgh has committed to a Plan for Peace and a fund to Stop the Violence wherein every elected and community leader expressed a dire need to offer comprehensive solutions which are preventative in nature, and yet violent crime involving children has not decreased or abated, and
WHEREAS, the City of Pittsburgh enacted a Curfew Ordinance in 1995 that that presently does not deliver Curfew Centers as authorized by the ordinance, and has not been revised to address the violence children in the City of Pittsburgh must navigate today,
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. Section 604.09 Review, of the City Code shall be amended to strike the following language:
[The Mayor and the Director of the Human Relations Commission are directed to establish a committee to review the implementation and enforcement of this Chapter.]
And replace it by adding the following language:
The President of Pittsburgh City Council is directed to establish a committee to review the implementation and enforcement of this Chapter, with a focus on providing youth curfew centers/family resource centers throughout the City of Pittsburgh, and to suggest changes to this Chapter, if any.
