Section 1.  Amending Resolution Nos. 29, 106, 301, 503 and 643 of 1997, as amended by Resolution No. 303 of 1998, and by Resolution Nos. 380 and 595 of 1999 and by Resolution No. 188 of 2000 and by Resolution No. 417, effective June 21, 2002, which presently reads as follows:
