WHEREAS, Richard Snipe is the Executive Director of the Pittsburgh Housing Development Corporation (PHDC), and the Director of For Sale Housing, a URA housing development and rehabilitation program with a focus on affordable housing; and,

WHEREAS, Richard joined the Urban Redevelopment Authority (URA) in January 1991 as a Development Officer and has held several positions including Coordinator of Faith Based Initiatives and Manager of Community Lending before becoming an Executive Director; and,

WHEREAS, he has worked with both For Profit Developers and Non-Profit Community Development Corporations in making quality for sale and rental housing available throughout the city. In District 2 alone, Mr. Snipe has worked on 10 homes in Sheraden, 2 houses in Mount Washington and 2 houses in Crafton Heights; and,

WHEREAS, Rich is a graduate of the American Institute of Banking, and The National Development Council where he earned his certification as a Housing Development Finance Professional. Rich completed the PA Real Estate Brokers requirements at Robert Morris University and has been a licensed Real Estate Professional since 1983; and,

WHEREAS, in 2018, Bloomfield-Garfield Corporation presented him with a Public Service Honoree Award for helping hundreds of families become new homeowners. Since 2018, Rich has served on the City of Pittsburgh's Historic Review Commission and serves as the Vice Chairman of the Allegheny County Board of Property Assessment Appeal and Review; and,

WHEREAS, Mr. Snipe thrives off helping others improve their station in life, which comes from his volunteer service as a minster for over 40 years. Rich is a native Pittsburgher and currently resides in the Westwood Community with his wife Betty of 43 years. They have two adult daughters, three grandchildren and one grand-dog; and,
