Title: NOW, THEREFORE BE IT RESOLVED that the Council of the City of Pittsburgh commends Judy Concannon for going up and beyond the call of duty for her fellow man and thanks her for being a wonderful person and a strong roll model for all residents of the City of Pittsburgh. BE IT FURTHER RESOLVED THAT today May 25, 2004 be hereby declared "Judy Concannon Day" in the City of Pittsburgh.

WHEREAS, Betty Tilman is a founding board member for the Afro-American Music Institute and a dedicated member of the African American Community of the City of Pittsburgh; and
 
WHEREAS, in the afternoon of January 2003, Mrs. Tilman was on her way to a meeting when she began to have difficulty breathing.   Pittsburgh School Crossing Guard Judy Concannon saw Mrs. Tilman and was quick to respond.  While on duty, she flagged down a sheriff's car and assured that Ms. Tilman was put in an ambulance; and
 
WHEREAS, Ms. Tilman was admitted to Mercy Hospital and taken to intensive care.  She underwent surgery and remained in the hospital for over a month.  When she returned home, she had a lengthy recuperation with in-home medical care; and
 
WHEREAS, Judy, through her compassion and genuine concern for Mrs. Tilman, continued to inquire about her health.  Cards and gifts with prayers were sent for her speedy recovery.  Judy also stopped by to visit her at her home; and
 
WHEREAS, Betty Tilman believes that because Judy was there, her training, quick thinking and actions saved her life.
