Ordinance amending the Pittsburgh Code of Ordinances, Title 1: Fiscal, Article I: Administration, by amending Chapter 219: Operating Budget, to add publicly broadcasted quarterly financial reporting requirements on the condition of the City of Pittsburgh’s financial outlook.

The Council of the City of Pittsburgh hereby enacts as follows:

 

Section 1.                     § 219.04 Quarterly Reports

 

The administration shall provide to City Council quarterly reports updating the status of the operating budget. Quarterly reports shall include a detail of all accounts, year-to-date revenues and expenditures, cash flow projections, and current actual-to-budgeted staffing levels by department. All special revenue funds listed in the operating budget should be included as well.

 

(a)                     Quarterly reports shall be published by the Office of Management and Budget and received by Council no more than forty-five (45) days after the end of the fiscal quarter, and read and filed by Council no later than sixty (60) days after the end of the fiscal quarter.

 

(b)                     Within thirty (30) days of receipt of each quarterly report, the Chair of the Committee shall call a post-agenda meeting for the purpose of reviewing the report. The Director of OMB, the Director of the Department of Finance, and the City Controller shall attend, or shall designate a representative with direct knowledge of the report's contents and authority to respond on behalf of the department. The Chair may request the attendance of additional City officials as the Chair deems necessary.
