Title

Resolution requesting the City Solicitor to provide City Council with a Legal Opinion reviewing the propriety of the agreement and bidding exemptions of the agreement between the City of Pittsburgh and Matrix Consulting Solutions relative to the police staffing study and directing the City Controller to review the City’s contracting procedures.

 

Body

Be it therefore resolved by the Council of the City of Pittsburgh as follows:

 

Section 1. The City Solicitor is authorized and requested to provide City Council with a Legal Opinion regarding the propriety of the agreement between the City and Matrix Consulting Solutions, executed pursuant to Resolution Number 306 of 2022, and the exemptions from the competitive bidding procedures, to be delivered to Council on or before September 6, 2023.

 

Section 2. The City Controller is hereby authorized and directed to conduct a review of the City’s competitive bidding procedures for professional services agreements. The Controller is further requested to supply Council with a timeline for completion of this review.

 

Section 3. The President of Council, or her designee, is hereby authorized, pursuant to § 211 of the Home Rule Charter, to gather all information she deems appropriate to review the police staffing study.
