Title: WHEREAS, the City of Pittsburgh, like many other major urban areas across the country and in Pennsylvania, has fallen on difficult financial times; and, WHEREAS, a large and expanding tax exempt property base coupled with the demands of an aging infrastructure and an out dated tax code that does not fairly tax all that benefit from the services that the City is required to provide, has exacerbated the fiscal distress of the City of Pittsburgh; and, WHEREAS, rising public safety costs due to the demands of a new national security perspective brought about by the increased threat of terrorism has expounded our economic woes; and, WHEREAS, despite the diligent best efforts of our Mayor and department heads to reduce their budgets including but not limited to reductions in staffing levels and implementation of an array of cost cutting measures the City still finds itself in need of assistance from the State to enable itself to create a long term fiscal solution; and,

Now therefore be it resolved that the Council of the City of Pittsburgh does hereby affirm and support the efforts of the Mayor, local area State legislators and the Allegheny Conference to secure passage of legislation at the State level to provide for a long-term solution to the City's fiscal insufficiencies by various actions and and reforms.
