WHEREAS, Chief Robert J. McCaughan has been active in emergency medical services since 1972 as an Emergency Medical Technician for the Monroeville Volunteer Fire Department, and has been with the Pittsburgh EMS since its inception in 1975 helping to develop the department from the ground up and has served as Chief since December of 2004; and,
WHEREAS, during his career with the City of Pittsburgh, he was instrumental in creating the Department of Public Safety's River Rescue program, the Bureau of EMS Motorcycle Medic Program, a Diversity Recruitment Program, an annual Employee Awards and Recognition Program, a tactical EMS Team, Crash Review Committee and a Community Outreach Program and Education initiative known as COPE ; and,
WHEREAS, Chief McCaughan was a member of the Founders Committee; Board member and Past Chair of both the Pennsylvania Water Rescue Instructors Association and the Pittsburgh Safe Boating Council; in addition, he Co-Chaired the Port of Pittsburgh/United States Coast Guard-Area Maritime Security Council; and,
WHEREAS, Chief McCaughan is a faculty member at the University of Pittsburgh Leadership Program at the Naval Postgraduate School , Center for Homeland Defense and Security and he sits on numerous boards and committees including the Journal of Emergency Medical Services Editorial Board, the Pennsylvania Emergency Health Services Council, the Ambulance Association of Pennsylvania, the International Association of EMS Chiefs as a founding member and Vice President; he is Vice President of the Emergency Medical Service Institute and current Chairman of the Allegheny County EMS Council; and he also sat on the United States Secret Service Pittsburgh G-20 Summit Executive Steering Committee and Co-chaired the Health Medical Subcommittee; and,
WHEREAS, in 2008 Chief McCaughan received the EMS Administrator of the Year Award from the Pennsylvania Emergency Health Services Council; and,
