Resolution providing for a three-party cooperation, reimbursement, and maintenance agreement by and among the City of Pittsburgh, the Urban Redevelopment Authority of Pittsburgh (URA), and the Pennsylvania Department of Transportation, in connection with the East Carson Street widening and infrastructure improvements.

Body
Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1.  The Mayor, the Director of the Department of Public Works, and the Director of the Department of Engineering and Construction, on behalf of the City of Pittsburgh, are herby authorized to enter into a three-party cooperation, reimbursement, and maintenance agreement, in form approved by the City Solicitor, by and among the City of Pittsburgh, URA, and the Pennsylvania Department of Transportation, in connection with the implementation of the East Carson Street widening and infrastructure improvements, situated in the 16th Ward of the City of Pittsburgh, Council District No. 3, extending from S. 25th Street to S. 34th Street.

Section 2.      The City and URA desire for URA, acting as an agent for the City, to cause the said infrastructure improvements to be implemented at no cost to the City.  Upon completion of the improvements, the City promises to maintain the reconstructed street and other related public amenities in accordance with approved drawings, as required by PennDOT/Federal Highway Administration.

Section 3.      Since the said infrastructure improvements are eligible for, and will receive, federal funding, PennDOT/FHWA have agreed to channel all eligible reimbursements to URA directly, subject to the City's agreeing to comply with the stipulations outlined in Section 2 above.
