Title

Resolution providing for a three-party cooperation, reimbursement, and maintenance agreement or agreements by and among the City of Pittsburgh, the Sports and Exhibition Authority of Pittsburgh and Allegheny County (SEA), and the Pennsylvania Department of Transportation, in connection with the Convention Center infrastructure improvements.

Body

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.  The Mayor, the Director of the Department of Public Works, and the Director of the Department of Engineering and Construction, on behalf of the City of Pittsburgh, are hereby authorized to enter into three-party cooperation, reimbursement, and maintenance agreement or agreements (Federal-Aid Project Agreements), each in form approved by the City Solicitor, by and among the City of Pittsburgh, SEA, and the Pennsylvania Department of Transportation, in connection with the implementation of the Convention Center infrastructure improvements, situated in the 2nd Ward of the City of Pittsburgh, Council District No. 6, bounded by the Allegheny River to the North , Penn Avenue to the South, 9th Street to the West and 11th Street to the East.

 

Section 2.  The City and SEA desire for SEA, acting as an agent for the City, to cause the said infrastructure improvements to be implemented at no cost to the City.  Upon completion of the improvements, the City promises to take over and maintain the new street network in accordance with approved drawings, as required by PennDOT/ Federal Highway Administration.

 

Section 3.  Since the said infrastructure improvements are eligible for, and will receive, federal funding, PennDOT/ FHWA have agreed to channel all eligible reimbursements to SEA directly, subject to the City's agreeing to comply with the stipulations outlined in Section 2 above.
