Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Pittsburgh Code is hereby supplemented by adding, Title 1, Article IX, Boards, Commissions & Authorities, Chapter 179C, Pittsburgh HIV/AIDS Commission.
CHAPTER 179C: ESTABLISHMENT OF PITTSBURGH HIV/AIDS COMMISSION
179C.01 PURPOSE.
The Pittsburgh HIV/AIDS Commission is hereby established to fulfill the following purposes:
1. Increase communication between service providers serving both consumers at high risk for HIV/AIDS and consumers living with HIV/AIDS.
2. Establish a collaborative of diverse community, business, academic and governmental agencies to assess needs, goals and objectives for effective HIV and STD prevention, education and treatment programs to better protect and serve the citizens of the Pittsburgh region.
3. Provide policy guidance, recommendations and consultation to the city's leadership and health community to remove barriers and promote achievement of goals and objectives set forth by the Commission.
179C.02 COMMISSION MEMBERS.
1. The Commission shall consist of maximum of thirty (30) members. Members shall serve for a term of four (4) years or until successors are appointed and qualified. The terms of the initial members shall be staggered. The Commission shall adopt such rules and regulations for its operations and procedures, as it deems necessary to implement this chapter. Commission members shall serve without compensation.
2. The members of the commission shall be appointed by the Mayor City Council upon the recommendation of the steering committee and shall include the following:
a. At least five (5) representatives from AIDS Service Organizations or those organizations serving people living with HIV.
