Resolution authorizing the City of Pittsburgh to enter into a Cooperation Agreement or Agreements with the Pittsburgh Water and Sewer Authority ("PWSA") to coordinate various storm water and trail improvements in the Four Mile Run Watershed.
Body
WHEREAS, PWSA intends to construct infrastructure to mitigate the negative effects of storm water flow in the Four Mile Run Watershed to the benefit of several neighborhoods chronically afflicted with said negative effects, including Greenfield, Hazelwood, Squirrel Hill, and Oakland; and
WHEREAS, City designed trail improvements within the Schenley Park portion of the Four Mile Run Watershed shall be consistent with the PWSA storm water mitigation project due to mutual recognition of its critical importance to the communities of the Watershed; and
WHEREAS, the parties desire to facilitate construction by combining the City project and the PWSA project into one package for bidding and construction (collectively, the "Project"); and
WHEREAS, the City of Pittsburgh and Pittsburgh Water and Sewer Authority wish to enter into a cooperation agreement providing for the respective roles and responsibilities for each entity on the Project.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1.
The City of Pittsburgh, the Mayor, and the appropriate department Director are authorized to enter into a Cooperation Agreement or Agreements with the Pittsburgh Water and Sewer Authority ("PWSA") to facilitate the coordination of each entity's project work to be conducted in the Four Mile Run Watershed in order to mitigate the negative effects of storm water flow and to complete trail improvements. Pursuant to the Cooperation Agreement or Agreements, PWSA will handle responsibility for the Project bidding, and the City will provide funding for its portion of the Project work in on a reimbursement basis in an amount not to exceed Two Million Seven Hundred and Fifty Thousand ($2,7...
