Resolution authorizing and directing the Director, Department of City Planning to take such actions as are necessary to realign the official boundaries of the Central Business District and Crawford-Roberts neighborhoods so as to cause them to be coextensive with the current boundaries of Census Tracts 201 and 305 in the City of Pittsburgh, Allegheny County.

Whereas, until the year 2000, census block groups within the boundaries of the city's Third Ward were generally apportioned into census tracts also generally within the boundaries of the Third Ward (see attachments 1-3); and,
Whereas, in the lead-up to the 2000 Census, the Department of City Planning worked with the Bureau of the Census to reapportion the westernmost portion of the Third Ward into the census tract corresponding with the boundaries of the Central Business District neighborhood (see attachments A through C); and,
Whereas, this alignment remained generally intact for the 2010 Census; and,
Whereas, in preparation for the 2020 Census, the City worked with state and federal partners to again realign the census tracts generally corresponding to the Central Business District and Crawford-Roberts neighborhoods; and,
Whereas, the portion of the Third Ward previously apportioned into Census Tract 201 was reapportioned into Census Tract 305 (see attachment D); and,
Whereas, the neighborhood boundaries of the Central Business District and Crawford-Roberts remain, as they were set in 2000 (see attachment E); and,
Whereas, contemporary public reporting reveals that the realignment of Census Tracts 201 and 305 were effected to render eligible for federal tax subsidies that portion of the Third Ward previously apportioned into Census Tract 201, an ineligible tract for said federal subsidies; and,
Whereas, the residents of the Hill District desire he reunification of the Crawford-Roberts neighborhood and for the city to adjust the boundaries of the Central Bus...
