Resolution authorizing the Director of the Department of Public Safety to enter into intergovernmental cooperation agreements between the City of Pittsburgh and various government agencies and municipalities for the purpose of cooperative police and public services during the 2026 National Football League Draft.

WHEREAS, the City is the host city for the 2026 National Football League Draft ("NFL Draft") to be held April 23-25, 2026; and
WHEREAS, the Pittsburgh Bureau of Police is cooperating with multiple law enforcement agencies and departments across different localities for provision of personnel and equipment in order to ensure necessary police and public safety services are available within the City for the NFL Draft; and
WHEREAS, the Intergovernmental Cooperation Act, 53 Pa. C.S.A. ? 2301 et seq. authorizes intergovernmental cooperation between a local government and other governmental entities located within or outside the Commonwealth of Pennsylvania in the exercise of their respective governmental functions, powers, or responsibilities; and
WHEREAS, the City now desires to enter into intergovernmental cooperation agreements as needed to effectuate these cooperative efforts.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Director of the Department of Public Safety is hereby authorized on behalf of the City of Pittsburgh to enter into intergovernmental cooperation agreements as needed with cooperating municipalities and jurisdictions providing public safety services, personnel, and equipment for the benefit of the City of Pittsburgh, including but not limited to those provided in Exhibit A. The intergovernmental cooperation agreements shall only be for such duration as necessary to ensure public safety service provision during the 2026 National Football League Draft and shall include terms and conditions necessary only for cooperative sharing of services, personnel and equipment, at no cost to the City....
