Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:

Section 1.                     Resolution No. 330, effective April 3, 1992, as amended by resolution No. 718, effective June 23, 1992, resolution No. 163 of 1993, resolution No. 443 of 1995, resolution No. 362 of 1996 and resolution No. 814 of 1996, which presently reads as follows:
