Title
Resolution authorizing and requesting the Mayor and the Chief of Police to enhance the enforcement and collection of the boot fee from scofflaws by implementing specific mechanisms.
Body
WHEREAS, the City of Pittsburgh is owed past revenue from fines of scofflaws; and,
 
WHEREAS, the city code currently provides that individuals with a vehicle having five or more unpaid summonses or other process, issued against the vehicle within an 18 month period charging that the vehicle is in violation of the Commonwealth Code is deemed a city nuisance and the Police Department is authorized to remove or immobilize the vehicle by means of applying a boot; and,
 
WHEREAS, it has come to the attention of City Council that a more effective enforcement mechanism may substantially increase the boot operation resulting in increased revenue from scofflaws.
 
BE IT RESOLVED THAT THE COUNCIL OF THE CITY OF PITTSBURGH HEREBY ENACTS AS FOLLOWS:
 
SECTION 1.      The Mayor and the Chief of Police are requested to consider implementing the following to enhance the enforcement and collection of the boot fee from scofflaws:
 
1.      Purchase More Boots;
2.      Increase personnel on Boot Patrol;
3.      Increase coverage to night time;
4.      Upgrade technology on the handhelds
5.      Support of Bill No. 2301, raising the boot fee to $225.00 $300.00
 
NOTE: I do hereby certify that the foregoing Ordinance duly engrossed and certified, was delivered by me to the Mayor for his approval of disapproval and that the Mayor failed to approve or disapprove the same, whereupon it became law without his approval, under the provisons of the Act of the Assembly in such case made and provided.
