Title
Resolution in the event an Act 47 Recovery Plan is implemented, Council authorizes and directs the Solicitor of the City of Pittsburgh to immediately establish a Competitive Bid Resource Committee for the purpose of providing guidance and technical assistance to City of Pittsburgh employees seeking to bid services under the Act 47 Managed Competition Plan.
Body
Whereas, the Council of the City of Pittsburgh recognizes that many City employees are highly trained, experienced and capable professionals whose work product compares favorably with industry standards; and,
 
Whereas, the Council of the City of Pittsburgh recognizes that City employees may lack knowledge and experience in the bidding process and, hence, may be at an unfair disadvantage; and,
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.  The Solicitor of the City of Pittsburgh is authorized and directed to immediately establish a Competitive Bid Resource Committee for the purpose of providing guidance and technical assistance to City of Pittsburgh employees seeking to bid services under the Act 47 Managed Competition Plan should an Act 47 Recovery Plan be implemented.
 
Section 2.  The Competitive Bid Resource Committee should consist of, but not be limited to, department directors, acknowledged experts from the private sector and representatives of the bargaining units directly affected by the Act 47 Managed Competition Plan together with the affected employees.
 
NOTE: I do hereby certify that the foregoing Ordinance duly engrossed and certified, was delivered by me to the Mayor for his approval of disapproval and that the Mayor failed to approve or disapprove the same, whereupon it became law without his approval, under the provisons of the Act of the Assembly in such case made and provided.
