Resolution requesting a report on the OFF-LEASH EXERCISE PROGRAM
Body
      WHEREAS, Ordinance 34-1999, effective December 1, 1999 established a pilot program for Off-Leash Exercise Areas ("The Program") at specified sites located within designated City Parks; and
 
      WHEREAS, Ordinance 32-1999, effective December 1, 1999 raised the dog license fee for unsprayed/unneutered dogs to $12 and for spayed/neutered dogs to $7 to pay for the Program; and
 
      WHEREAS, Pittsburgh Code Section 633.22A calls for City Council to review the Program after a period of 3 years.
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.  That the Directors of the Department of Parks and Recreation and the Department of Public Works shall, in accordance with Pittsburgh Code Section 633.22A, report to City Council on the Program to allow City Council to review the Program's effectiveness.  The report from the Directors of the Department of Parks and Recreation and the Department of Public Works
shall include, but not be limited to:
 
a.      statistics on the utilization of each site;
b.      revenue received from the increase in dog license fees;
c.      expenses of the program;
d.      suggestions for improving the program, such as:
      i.      providing fully fenced-in areas;
      ii.      designation of additional areas in City Parks;
iii.      designation of additional areas in Greenways; and
iv.      providing animal control officers to patrol in and around the sites.
 
e.      the interaction between dogs, the interaction between dogs and people, and a list of problem incidents.
 
 
Section 2. The Department of Parks and Recreation, in consultation with the Department of Public Works, shall submit the written report specified above to City Council within 30 days of City Council's final vote on this Resolution.
