WHEREAS, Statistician Dr. C.R. Rao is a world-renown scholar who is famous for his work in the fields of statistics, econometrics, and electrical engineering; and
WHEREAS, Dr. Rao earned his Ph. D and Sc. D degrees from Cambridge University in England in 1948; and
WHEREAS, Dr. Rao established the Center for Multivariate Analysis at the University of Pittsburgh in 1982, and is the founding director of the Center for Multivariate Statistics at Penn State; and
WHEREAS, Dr. Rao is the author or co-author for 14 books and has written over 300 research papers published in scientific journals throughout the world; and
WHEREAS, Dr. Rao is the recipient of the National Medal of Science, awarded by George W. Bush in 2002, and the Padma Vibhushan Award, from the government of India in 2001, for his achievements in the fields of statistics, science, and engineering; and
WHEREAS, Dr. Rao will be chief guest at Indian Independence Day Celebration in Pittsburgh; and
WHEREAS, the Republic of India received it independence from Britain on August 15, 1947 and this year celebrates its 63rd Independence Day; and
WHEREAS, the Indian Nationality Room Committee will hold a procession, flag-hoisting, and cultural program at the Cathedral of Learning to mark the anniversary; and

NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Pittsburgh recognizes India's Independence Day and the celebration of Dr. C.R. Rao's 90th birthday; and
BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh hereby declares August 15th, 2010, "Dr. C.R. Rao Day" in the City of Pittsburgh.
