Resolution authorizing the Mayor, the Director of the Department of Finance, and the Director of City Planning to enter into an agreement not to exceed $10,000 (ten thousand dollars) with economic development consultant Steve Zecher to study the appropriateness and impact of tax abatement programs for neighborhood development and the effects of a citywide tax abatement program.
 
Body
WHEREAS, multiple recent proposals for new tax incentive programs for downtown and our neighborhoods have raised questions as to the appropriate development tools for Pittsburgh's growth; and
 
WHEREAS, the redevelopment of downtown and each of Pittsburgh's 88 unique neighborhoods is integral to our City's future success; and
 
WHEREAS, there continues to be questions as to the economic impact of tax incentive and abatement programs for downtown versus the neighborhoods; and
 
WHEREAS, it is important to study whether or not a blanket citywide abatement program would be beneficial to the growth of all City neighborhoods.
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      That the Council of the City of Pittsburgh hereby authorizes the Mayor, the Director of the Department of Finance, and the Director of City Planning to enter into an agreement not to exceed $10,000 (ten thousand dollars) with economic development consultant Steve Zecher to study the appropriateness and impact of tax abatement programs for neighborhood development and the effects of a citywide tax abatement program.
