Title
Ordinance amending the Pittsburgh Code of Ordinances, Title Four, "Public Places and Property", and Title Five, "Traffic", and Article Five, "Legislative", Chapter 151, to regulate parking in City-owned surface lots, City-utilized property and on-street parking spaces reserved for paid parking for City employees.

Body
The Council of the City of Pittsburgh hereby enacts as follows:

Section 1. The Pittsburgh Code of Ordinances, Title Four, Public Places and Property, is hereby amended and supplemented as follows:

Chapter 424: CITY EMPLOYEE PARKING

? 424.01 - Purpose

? 424.01 - Definitions
a. City-owned surface lot. Property owned by the City used for parking for City employees.
b. City-utilized property. Property controlled by the City used for parking for City employees.
c. City-controlled on-street parking. Unmetered on-street parking spaces on public rights-of-way utilized for parking for City employees, as defined in Title Five, "Traffic".
d. Diamond Street "Large Lot". Block Number 2-F, Lot 290 in the Allegheny County Block and Lot System, Second Ward.
e. Diamond Street "Small Lot". Block Number 2-F, Lot 294 in the Allegheny County Block and Lot System, Second Ward.
f. 611 Second Avenue. The existing portions of the City-utilized lot(s) behind the 611 Second Avenue building used for City employee parking.
g. Fourth Avenue Parking. On-street parking spaces on Fourth Avenue, between Grant Street and Ross Street.
h. Try Street Parking. On-street parking spaces on Try Street, between Second Avenue and First Avenue.

? 424.02 - Parking Regulations
The Director of the Department of Public Works (DPW) shall establish policies and procedures for City employee parking, subject to the following provisions:

a. 611 Second Avenue, Try Street Parking and Diamond Street "Small Lot" shall be reserved for City employee parking;
b. The Director shall establish, pursuant to Chapter 170 of the Pittsburgh Code of Ordinances, a fee schedule for employee parki...
