Resolution requesting a Spending Report on Festivals and an Eligibility Report Looking Forward for ARPA Expenditures or Obligations.

WHEREAS, the City hired Maher Duessel to "provide CITY with a written response and applicable written documentation each time CONSULTANT responds to a request from CITY for justification about the eligibility of a program under ARPA." (See attachment).
Now, therefore be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. REPORT ON COMPLIANCE
The Council of the City of Pittsburgh requests Maher Duessel to perform a report on the compliance of City spending or potential spending for the Juneteenth Western Pennsylvania Homecoming Celebration for 2024 without an RFP, competitive bidding process; and,
Section 2. REPORT ON ARPA FUNDS
Further, the Council for the City of Pittsburgh hereby requests Maher Duessel to provide the Council and the City's administration with a report for obligating and spending ARPA funds and the justification thereof, as well as the eligibility required to apply for relief, under a future City Relief Program whereby festival organizers can apply for funds to revive their festivals per Request for Use Plan in Resolution 2024/0563, Enactment # 454 Passed on 7/9/24; and /or Authorize the Mayor and OMB to do the same.
