Title: NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh hereby recognizes Chester Engineers, Inc. for being a leader in presenting innovative environmental development programs and designs and being committed to the communities they serve; and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare Monday, November 15 2010, Chester Engineers, Inc. Day in the City of Pittsburgh.

WHEREAS, clean water is essential to the health and well-being of a city and its residents; and,
 
WHEREAS, founded in 1910 as Chester & Fleming Consulting Engineers, Chester Engineers has spent 100 years designing facilities to ensure proper water treatment and disposal of sewage; and,
 
WHEREAS, in 2003, Advanced Technology Systems acquired Chester Engineers, combining the strengths and expertise of both companies; and,
 
WHEREAS, Chester Engineers is now celebrating its 100th anniversary of providing water and wastewater solutions as well as developing innovative solutions to help clients manage their operations, meet current challenges, and plan for the future; and,
 
WHEREAS, Chester Engineers is the largest African American owned environmental and engineering design firm in the United States and the largest water and wastewater treatment plant design and management firm in Western Pennsylvania; and,
 
WHEREAS, Chester Engineers has provided community services through mentoring of small/minority businesses and establishing a scholarship fund to support the education of African American students in Engineering and the Sciences; and,
 
WHEREAS, Chester Engineers has served the Pittsburgh Water and Sewer Authority (PWSA) for 25 years providing services in consulting engineering, planning and managing of the $650 million Capital Improvement Program (CIP), and providing construction management services of emergency repair,
