Resolution providing for the establishment of a Lease Agreement with the Allegheny County Conservation District for six (6) City-owned parcels as the site of a demonstration project for cost-effective urban brownfields remediation. The study will be of no cost to the City.

WHEREAS, the ACCD is an instrumentality of the Commonwealth dedicated to environmental conservation, with special expertise in lead remediation;
WHEREAS, the City desires to work with the ACCD to stabilize City-owned vacant lots that have high levels of lead contamination, based on its soil policy;
WHEREAS, the City owns the following vacant lots: 124-P-258, 124-P-259, 124-P-260, 124-P-260-A, 124-P-261 and 124-P-262; AKA 616 Lowell Street (collectively the “Site”) with high levels of lead contamination;
WHEREAS, the ACCD wishes to use the Site as a demonstration lead remediation project (“the Project”); and
WHEREAS, the City and ACCD now wish to enter into a Lease (the “Lease”) to define party responsibilities with respect to the Site;
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and the Director of the Department of City Planning are hereby authorized to enter into a Lease Agreement with ACCD for the Site to perform a demonstration remediation project. The study and plan shall be executed at no cost to the City. The Lease shall be for a term of three years, with an option at the City’s discretion for an extension of one to three years.
Section 2. Said Lease shall be approved by the City Solicitor as to form and substance.
