WHEREAS, the Older Americans Act (OAA) provides essential services to older adults, including nutrition programs, in-home support, protective services, and employment opportunities; and

WHEREAS, Congress must pass a final FY 2025 spending package or a continuing resolution by March 14 to avoid a government shutdown that could jeopardize critical services for seniors; and
WHEREAS, proposed federal budget cuts threaten key OAA programs, including Title III B Supportive Services, Title VI Native American Aging Programs, Title III C Nutrition Programs, and the elimination of Title V Senior Community Service Employment Program and Older Adult Protective Services; and
WHEREAS, these cuts would disproportionately harm low-income seniors, rural communities, and individuals who rely on federally funded aging services to maintain their independence and well-being; and
WHEREAS, the Trump Administration is seeking to freeze federal funding and override Congress’s authority to allocate resources, creating additional uncertainty for programs serving older adults; and
WHEREAS, bipartisan support is necessary to prevent harmful funding reductions and ensure continued investment in aging services that support the health, safety, and dignity of seniors across the country.
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Pittsburgh urges Congress to prevent cuts to the Older Americans Act (OAA) and other aging programs, ensuring continued support for critical services such as nutrition assistance, in-home care, and protective services; and
BE IT FURTHER RESOLVED, that this Council calls on Congress to safeguard its authority over federal appropriations and prevent any executive actions that would freeze or override funding for essential aging services.
