Resolution for the creation of a special trust fund to be known as the "City of Pittsburgh Infrastructure Fund, for the deposit of funds to be used for the improvement, maintenance, creation, and operation of infrastructure owned by the City of Pittsburgh.

Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The City Controller and the Office of Management and Budget is hereby authorized to create a special trust fund to be designated as the "City of Pittsburgh Infrastructure Fund" for the deposit of funds to be used for the improvement, maintenance, creation, and operation of infrastructure owned by the City of Pittsburgh
Section 2. Depositing of funds
(a) The City of Pittsburgh Infrastructure Fund may be funded by the Medical and Higher-Education Facilities User Privilege Tax, as set forth in Chapter 257 of the City Code.
(b) The City of Pittsburgh Infrastructure Fund may also receive monies and contributions from additional source, including existing trust funds dedicated to infrastructure, other funds as determined by the Council of the City of Pittsburgh, private charitable donations, and matching funds from federal, state, and private sources for the maintenance, creation, and operation of infrastructure
Section 3. Annual Authorization
The City of Pittsburgh Infrastructure Fund shall require an annual authorization of proposed expenditures.
Section 4. Disbursement of fund assets
(a) Funds shall be dedicated to the improvement, maintenance, creation, and operation of infrastructure owned by the City of Pittsburgh.
(b) All work being paid for with Infrastructure Fund monies shall comply with applicable City laws, including but not limited to the processes for contracting, transparency, acceptance of grants, residency, prevailing and living wages, union representation, etc.
