WHEREAS, after graduating from Carrick High School, Lieutenant Commander Barry Budd enlisted for active duty in the U.S. Navy where he began his career in 1985. Upon completion of basic training, he graduated from U.S. Navy Second Class Deep-Sea Diver School in Pearl Harbor, Hawaii; and,
WHEREAS, he began his service in the Pittsburgh Police Department shortly after in 1989; and,
WHEREAS, in 1991 he attended U.S. Navy First Class Dive School, progressed through all operational positions and qualifications at his command, and rose to the rank of Chief Petty Officer in 1995; and,
WHEREAS, Lieutenant Commander Budd graduated from Duquesne University School of Law in 2004; and,
WHEREAS, after being awarded the Meritorious Service Medal at the conclusion of his assignment in Iraq in 2009, Lieutenant Commander Budd accepted a commission to Lieutenant, a transfer to the Navy Reserve as a Security Officer, and eventually served his first Security Officer Command as part of the Naval Criminal Investigative Service (NCIS); and,
WHEREAS, Lieutenant Commander Budd retired from the Bureau as the Lieutenant for the Major Crimes Division, where he led detective teams in homicide and major crimes investigations; and,
WHEREAS, prior to his role as Lieutenant, he served in numerous capacities on the Bureau, including as a S.W.A.T. team operator, Police Diver, HAZMAT technician, K-9 handler, narcotics detective, and DEA federally deputized task force officer; and,
WHEREAS, Lieutenant Commander Budd played a crucial role in the creation of the Pittsburgh Bureau of Police Underwater Dive Team and was an essential participant in the implementation of the Public Safety Unit for Flood Response and Water Rescue;

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does recognize Lieutenant Commander Budd's distinguished career involving many aspects of law enforcement and thanks him for his lifetime of service to the City of Pittsburgh and to the...
