Title: NOW, THEREFORE IT BE RESOLVED, that the Council of the City of Pittsburgh commends Healthy Start, Inc. on this day for its momentous accomplishments and leadership excellence both locally and beyond. We also join with the entire region in working to accomplish the Healthy People 2010 Goal of "Improved Health and Well-being of women, infants, children and families."

WHEREAS, on Wednesday, February 8, 2006, Healthy Start, Inc. since it's inception in 1991 as one of only fifteen (15) sites nationally, will be recognized by the United States Department of Health and Human Service, the Maternal and Child Health Bureau, Division of Health Resources and Services Administration, and the Healthy Start Initiative-Eliminating Disparities in Perinatal Health Division as a major contributor in lowering infant mortality rates in the City of Pittsburgh and surrounding region from a staggering twenty and two-tenths per one-thousand (20.2/1000) to a significant reduction of five and three-tenths per one-thousand (5.3/1000) in 2004; and
WHEREAS, the Healthy Start, Inc. has improved the health and social conditions of the forty-five (45) City of Pittsburgh Communities in six Service Areas, through continuing efforts to address the significant disparities that exist with regard to infant mortality, incidence of low weight births, preterm delivery, access to early prenatal care and the need for ongoing-community involvement; and
WHEREAS, as one of eight nationally chosen institutions of the National Healthy Start Association, the Mathematica Policy Research, Inc. and the Abt Associates, Inc. recognizes through high-quality, objective research to support decisions about our nation's most pressing social policy problems, that Healthy Start, Inc. has successfully impacted the health and well-being for the most at-risk women, children and families in the City of Pittsburgh; and
WHEREAS, it is through the efforts of Healthy Start, Inc. and the national evaluation learn that a national model of success will be developed to impact the lives of women, children and families throughout the United States.
