Resolution authorizing the Mayor and the Director of Finance to enter into negotiations to lease transfer parking assets owned or operated by the City and/or to the Public Parking Authority of Pittsburgh in exchange for substantial up-front consideration.

Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and the Director of the Department of Finance, on behalf of the City of Pittsburgh, are hereby authorized to enter into negotiations with various persons and/or entities the Pittsburgh Parking Authority for the sole purpose of leasing transferring parking assets owned or operated by the City and/or the to the Public Parking Authority of Pittsburgh in exchange for substantial up-front consideration to the City and the Authority. The terms and conditions of any such lease agreement and related documents must explicitly forbid any future sale, lease or transfer of City Parking facilities to any other entity without prior approval from City Council and must be submitted to and approved by Council.
Finally, that any Ordinance or Resolution or part thereof conflicting with the provisions of this Resolution, is hereby repealed so far as the same affects this Resolution.
