Resolution authorizing the Pittsburgh Parking Authority to enter into an agreement, per a Memo of Understanding, with Carnegie Mellon University and Phipps Conservatory and Botanical Gardens, Inc. regarding a one-year pilot project for an Institute Managed Dynamic Pricing study for on-street metered parking on Tech Street, Frew Street, Margaret Morrison Street, and portions of Schenley Drive, Panther Hollow Road, and Frank Curto Drive.

WHEREAS, the Pittsburgh Parking Authority manages on-street metered parking on Carnegie Mellon University's campus and the surrounding public streets near Phipps Conservatory and Botanical Gardens, Inc. and Pittsburgh City Council sets the parking rates of these meters; and
WHEREAS, according to a parking census conducted by Carnegie Mellon University's Tepper School of Business in March 2012, certain on-street metered parking in these areas is grossly underutilized, at only 35% paid utilization; and
WHEREAS, Carnegie Mellon University, in cooperation with Phipps Conservatory and Botanical Gardens, Inc., the City of Pittsburgh, the Pittsburgh Parking Authority, and Pittsburgh City Council will develop, implement, and help manage a one-year pilot project to experiment with dynamic pricing for these on-street metered parking spaces in order to enhance parking revenues to the City and improve access to parking resources on and around Carnegie Mellon University's campus and the public streets surrounding Phipps Conservatory and Botanical Gardens, Inc.; and
WHEREAS, per the Memorandum of Understanding with the Pittsburgh Parking Authority and with the approval of Pittsburgh City Council, Carnegie Mellon University and Phipps Conservatory and Botanical Gardens, Inc. may adjust the parking rates at on-street meters on Tech Street, Frew Street, Margaret Morrison Street, and portions of Schenley Drive, Panther Hollow Road, and Frank Curto Drive to track changes in utilization over the course of one year, begi...
