Title
Resolution authorizing the Urban Redevelopment Authority of Pittsburgh to submit an Application for Financial Assistance in the amount of $300,000 to Pennsylvania Department of Community and Economic Development for the Main Street/Downtown Reinvestment component of the New Communities Program. (Council Districts: All).
Body
Whereas, the Authority wishes to obtain financial assistance from the Commonwealth of Pennsylvania Department of Community and Economic Development ("DCED") in the amount of $300,000 for the Main Street/Downtown Reinvestment component of the New Communities Program (the "Program"); and

Whereas, the Authority has prepared the DCED Single Application for Assistance, which is available at the Authority's offices; and

Whereas, the Authority has indicated in the Application that Community Development Block Grant funds in the amount of $500,000 $600,000 will be provided by the City of Pittsburgh as the local share of Program costs; and

Whereas, the City of Pittsburgh and the Authority are desirous of obtaining funds from the Commonwealth of Pennsylvania Department of Community and Economic Development for the prevention and elimination of blight under Section 4(c) of the Housing and Redevelopment Assistance Law, as amended.

Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. The Authority is hereby authorized to file a Single Application for Assistance with DCED for a grant in the amount of $300,000 in order to provide funding for the Program.

Section 2. A blighting influence exists throughout City neighborhoods because of lost population and a decline in the manufacturing base which has resulted in high vacancy rates in the neighborhood shopping districts. The Program will prevent further blight and or eliminate the existing influence by assisting neighborhood organizations through the Neighborhood Business District Revitalization Program...
