Title: NOW, THEREFORE, BE IT RESOLVED that, the Council of the City of Pittsburgh commemorates the history of innovative economic models used by Edward deLuca and commends James deLuca for continuing his father's legacy of economic development and community revitalization for the betterment of Pittsburgh and all communities.

WHEREAS, Edward Donald deLuca was an engineer who worked with the U.S. Agency for International Development (USAID) and helped write the executive protocol of the Marshall Plan that was used to rebuild western Europe after World War II; and
 
WHEREAS, Mr. deLuca later worked as the Director of Economic
Development for the City of Baltimore where he organized the first Help Urban Business (HUB) Club, a model that was used to form similar groups in other cities; and
 
WHEREAS, the HUB Clubs across the country joined together as the HUB Council, Inc. and then the National Council for Urban Economic Development, an organization Mr. deLuca served as the president of for 10 years; and
 
WHEREAS, Mr. deLuca was the Director of Pittsburgh's Department of City Development from 1977 until 1982; and
 
WHEREAS, Mr. deLuca's son, James deLuca, is working to create an American Marshall Plan for an information based economy using the methods and perspectives of his father.
