Resolution authorizing the Mayor and the Director of the Department of Mobility and Infrastructure, on behalf of the City of Pittsburgh, to enter into an Agreement or Agreements with the Pennsylvania Department of Transportation for purposes of inspecting all highway tunnels located on public roads that are fully or partially within the State’s boundaries establishing responsibilities related to the inspection of City-owned highway tunnels in conformance with the NTIS, at no cost to the City.

WHEREAS, The National Tunnel Inspection Standards (NTIS), 23 CFR 650.501-650.517, requires each State Department of Transportation to inspect, or cause to be inspected, all highway tunnels located on public roads that are fully or partially within the State’s boundaries; and,

 

WHEREAS, Tunnel Owners have the responsibility to operate, maintain, and inspect highway tunnels under their jurisdiction; and,

 

WHEREAS, The City of Pittsburgh owns two highway tunnels subject to the NTIS, namely the Corliss Street Tunnel and the I-579 CAP;

 

NOW THEREFORE, Bbe it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1. The Mayor and the Director of the Department of Mobility and Infrastructure, on behalf of the City of Pittsburgh, are hereby authorized to enter into an Agreement or Agreements with the Pennsylvania Department of Transportation for purposes of inspecting all highway tunnels located on public roads that are fully or partially within the State’s boundaries establishing responsibilities related to the inspection of City-owned highway tunnels in conformance with the NTIS, at no cost to the City.
