WHEREAS, the Institute for Democracy and Mediation (IDM) in Albania is committed to the concept of community policing; and
WHEREAS, IDM, through the leadership of Executive Director Sotiraq Hroni, has successfully partnered with the Pittsburgh Bureau of Police and the University of Pittsburgh, Graduate School of Public & International Affairs, and the Center for Russian and East European Studies; and
WHEREAS, the partnership between IDM, the Pittsburgh Bureau of Police and the University of Pittsburgh, Graduate School of Public & International Affairs and the Center for Russian and East European Studies has allowed for a free exchange of ideas and concepts through three academies held in Pittsburgh for various Albanian police officers, community members and government dignitaries; and
WHEREAS, the partnership between IDM, the Pittsburgh Bureau of Police and the University of Pittsburgh, Graduate School of Public & International Affairs, and the Center for Russian and East European Studies has led to on-site instructional visits to Albania by members of the Pittsburgh Bureau of Police and the University of Pittsburgh; and
WHEREAS, the partnership between IDM, the Pittsburgh Bureau of Police and the University of Pittsburgh, Graduate School of Public & International Affairs, and the Center for Russian and East European Studies has resulted in the education and delivery of community police services to the citizens of Albania; and
WHEREAS, the citizens of Albania are now benefiting from the delivery of community based policing that has increased citizen satisfaction and lowered criminal activity,

NOW THEREFORE, BE IT RESOLVED, that the Council of the City of Pittsburgh commends the efforts of the Institute for Democracy and Mediation in Albania on their commitment to community policing; and
BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh proclaims that Tuesday, June 10th, 2008 be hereby declared as “Academy on ...
