Resolution authorizing the Mayor and Director of the Department of Public Works, on behalf of the City of Pittsburgh, to enter into an Agreement or Agreements, or the use of existing Agreements, with Enel X Advisory Services USA, LLC ("Enel X"), for energy evaluation and consultant services in connection with the City's aggregated purchase of electricity supply along with the members of the Western Pennsylvania Energy Consortium ("WPEC") for a term of six (6) years, at no additional cost to the City.

WHEREAS, the City of Pittsburgh leads a cooperative effort of southwestern Pennsylvania local units of governments and nonprofit organizations that have leveraged their collective purchasing power since 2007 to reduce energy costs through economies of scale and has enabled flexible renewable energy purchase opportunities; and
WHEREAS, in 2025, the members of WPEC agreed to a 5-year Memorandum of Understanding ("2025-2030 MOU") to continue its collaborative, aggregated electric supply purchasing strategy; and
WHEREAS, pursuant to the 2025-2030 MOU, WPEC procures electric supply via a dedicated PJM subaccount that is actively managed in consultation with an independent third-party subject matter expert, hereinafter "Energy Advisor". The costs of the Energy Advisor's portfolio management are shared amongst the WPEC Entities on a pro rata energy usage basis as determined and measured by the local electric distribution company in kilowatt hours; and
WHEREAS, the City has previously entered into an Energy Advisor Services Agreement that expires March 31, 2026; and
WHEREAS, the City conducted a competitive bid in 2025 for Energy Advisor Services that provides electric supply procurement services for WPEC; and
