Title: NOW, THEREFORE, be it Resolved that the Council of the City of Pittsburgh commends and congratulates Ascent Systems; and BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh calls upon the United States Congress to immediately take steps to ensure that America retains critical information technology production capabilities and directs the City Clerk to forward this Proclamation to Pennsylvania's United States Senators and Representatives.

      WHEREAS, millions of information technology jobs have been "outsourced" by businesses based in the United States of America to developing countries mainly in Southeast Asia; and
 
      WHEREAS, the Pittsburgh Region was a leader in information technology job growth until the onset of "Offshore Outsourcing"; and
 
      WHEREAS, Ascent Systems, a Western Pennsylvania information technology business, has found a way to underbid the Offshore information technology businesses while employing local residents; and
 
WHEREAS, Ascent Systems and other American information technology businesses need the help of the United States Congress now to ensure that America retains critical information technology production capabilities; and

NOW, THEREFORE,  be it Resolved that the Council of the City of Pittsburgh commends and congratulates Ascent Systems; and
 
BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh calls upon the United States Congress to immediately take steps to ensure that America retains critical information technology production capabilities and directs the City Clerk to forward this Proclamation to Pennsylvania's United States Senators and Representatives.
