Title

Resolution authorizing the Mayor, on behalf of the City of Pittsburgh, to enter into an amended and restated Community Collaboration and Implementation Plan for the Lower Hill Redevelopment, at no cost to the City.

 

Body

Whereas, the City of Pittsburgh, Allegheny County, Pittsburgh Arena Real Estate Redevelopment LP (PAR), and representatives of the Hill District Community and the Lower Hill Working Group entered into the Community Collaboration and Implementation Partnership Plan (CCIP) on September 18th, 2014; and,

 

Whereas, PAR’s participation in the CCIP was based in its rights as the optionee for the Lower Hill Redevelopment site under the terms of the Lower Hill Comprehensive Option Agreement; and,

 

Whereas, the Lower Hill Comprehensive Option Agreement expired on October 22nd, 2025, terminating PAR’s status as optionee; and,

 

Whereas, upon the termination of the Lower Hill Comprehensive Option Agreement, development rights for the Lower Hill Redevelopment site revert to the Urban Redevelopment Authority of Pittsburgh (URA) and the Sports and Exhibition Authority of Pittsburgh and Allegheny County (SEA) in their respective capacities as the owners of the parcels that compose the site; and,

 

Whereas, the Council of the City of Pittsburgh wishes for the City of Pittsburgh to remain a party to the CCIP; and,

 

Whereas, it is necessary that the CCIP be amended and restated in order to replace PAR, in its capacity as the former optionee, with the URA and SEA, in their capacity as the property owners, for the CCIP to continue in effect;

 

Now, therefore, be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1. The Mayor, on behalf of the City of Pittsburgh, is hereby authorized to enter into an amended and restated Community Collaboration and Implementation Plan for the Lower Hill Redevelopment at no cost to the City.
