Title: NOW, THEREFORE, BE IT RESOLVED, THAT THE COUNCIL OF THE CITY OF PITTSBURGH expresses its support for passage of HB 1902, and recommends that the Pennsylvania State Senate vote to pass this legislation, as did the Pennsylvania House of Representatives.

Expressing the support of the Council of the City of Pittsburgh for HB 1902 before the Pennsylvania State Senate SUPPORTING REAUTHORIZATION OF THE RECYCLING FUND.
 
WHEREAS, Pennsylvania's recycling industry comprises more than 3,200 recycling and reuse businesses and organizations that generate more than $18 billion in gross annual sales, pay $305 million in taxes, and provide jobs for more than 81,000 employees at an annual payroll of approximately $2.9 billion; and
 
WHEREAS, with the passage of HB 1902, the industry can grow substantially stronger, providing economic and employment benefits to many Pennsylvanians, to the advantage of all citizens; and
 
WHEREAS, the Recycling Fund provides program and performance grants to the City, provides financial support to the City's recycling program, allows the City to improve its recycling program, covers the cost of equipment purchases, e.g., trucks, bins, containers to support the City's recycling program, rewards the City with Performance Grants that can be used to improve the quality of life for residents, through recycling education/awareness programming, allows the City to educate youth and for that matter, all citizens, as to the benefits of recycling, and finally, helps the City create a long-term, sustainable recycling system; and
 
WHEREAS, other benefits of recycling in the City of Pittsburgh includes the creation of jobs, diverts materials from local landfills, saves the City the cost of disposal, generates income for the City from the sale of recyclable materials, has a positive impact on the local environment and provides a source of raw materials (steel, glass and aluminum) to local industry; and
