Title: Now, Therefore, be it resolved that the Council of the City of Pittsburgh does hereby recognize and commend The Pennsylvania Black Conference on Higher Education, Inc. for many dedicated years of excellence, contributing to efforts in the Commonwealth by promoting academic achievement within the African American community, and for continuing to realize goals established from its inception; and Be It Further Resolved, that the Council of the City of Pittsburgh does herby proclaim February 23rd - 26th, 2011, as “The Pennsylvania Black Conference on Higher Education, Inc." days in the City of Pittsburgh.

Whereas, the purpose of Pennsylvania Black Conference on Higher Education, Inc. (PBCOHE) is to provide programs and services which help ensure that the post-secondary educational needs and aspirations of African Americans are met, and to work in concert with members of other underrepresented groups in the Commonwealth; and
 
Whereas, in 1970, the Honorable K. Leroy Irvis, Minority Leader of the House of Representatives, Commonwealth of Pennsylvania convened a conference of Black pillars within the arena of higher education to address the set needs of African American students, faculty, staff, and administration; and
 
Whereas, at the first conference in 1971 the primary discussion included topics such as: community college education and its affordability and quality, developing a student loan program, and establishing an organization that would have as its primary goal the advancement of African-Americans; and
 
Whereas, The 41st Annual PBCOHE Conference will be held from Wednesday, February 23, 2011 to Saturday February 26, 2011 at the Pittsburgh/ Monroeville Doubletree Hotel. The 2011 conference theme is "Campus Climate"; Moving Toward Inclusive Excellence".
