Resolution authorizing the Director of Public Works to create a Veteran Banner Program to waive or reduce certain fees per Section 416.02 of the Pittsburgh Code to hang banners approved by the Director of Public Works at specific approved locations in City of Pittsburgh.

Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1.
The City of Pittsburgh shall create a Veteran Banner program whereby veterans of the United States armed services may have banners dedicated to them and displayed on publicly owned facilities or light poles in neighborhood business districts. The banners shall be the property of the City of Pittsburgh and shall be displayed at the City’s direction.
Section 2.
For each neighborhood business district where a banner is to be displayed, a community organization that services or represents an area where the business district is located or the Councilmember(s) who represents the area where the banners are to be displayed must formally request for the banners to be displayed in writing to the Director of Public Works before any banners may be displayed.
Section 3.
Only veterans who are current residents of the City or were residents of the City during their period of service, and were honorably discharged from their military service may have a City of Pittsburgh banner dedicated to them.
Section 4.
Any and all proceeds from printing or from fees related to this program shall be deposited into a city account and an equal amount shall be donated annually to one or more veteran service organizations that serve the greater Pittsburgh region.
Section 5.
The City of Pittsburgh shall establish an application process for families, supporters, or friends of veterans to apply to have a veteran banner dedicated to a certain qualified veteran pursuant to Section 3 herein. All banner designs shall be subject to the prior approval of the Art Commission.
