WHEREAS, several bills are currently pending in the General Assembly, which, if passed alone or incorporated into the final omnibus energy package, would promote the green building sector and subsequently create green jobs and reduce energy usage and green house gases; and
WHEREAS, Special Session HB 4 requires that new PA buildings and major building renovations be built to green standards; and
WHEREAS, Special Session HB 5 would create a tiered tax credit program for structures that are built green; and
WHEREAS, Session HB 1 contains language creating a $25 million grant program for green building projects; such a program would allow PA to be on the forefront of high performance building legislation and foster the in-state industry; and
WHEREAS, Pennsylvania is at a crossroads, currently ranking second only to California in the number of LEED certified green buildings.

NOW, THEREFORE, BE IT RESOLVED, that Council of the City of Pittsburgh urges the General Assembly to approve the inclusion of the $25 million green building grant program into the final version of the omnibus energy bill, as well as the final passage of SS HB 4 and 5; and
BE IT FURTHER RESOLVED, that a copy of this resolution shall be transmitted to all members of the Pennsylvania General Assembly, and to the Governor of Pennsylvania.
