Resolution calling on the Department of City Planning to create an inventory and map of properties zoned for use as “Community Homes” in the City of Pittsburgh, for internal distribution to City Council.

Whereas, A “Community Home” is defined in the Zoning Code as a group of more than eight unrelated disabled persons living together as a single housekeeping unit with shared common facilities; and
Whereas, the Community Home designation includes halfway houses intended to help people to readjust to society after a period of institutionalized treatment for medical, psychiatric, developmental, and emotional disabilities, as well as drug and alcohol addiction; and
Whereas, the Zoning Code Use Standards for Community Homes state that the Zoning Board of Adjustment shall “determine that the establishment of the [proposed] Community Home will not detrimentally impact the neighborhood by contributing to the saturation of Community Homes or social service institutions”; and
Whereas, there is currently no inventory by which the Zoning Board of Adjustment can determine whether or not there is a saturation in a neighborhood, for consideration in proposed Community Home cases.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Director of City Planning shall work with the Zoning Administrator and other staff to create an inventory and map of properties zoned special exception “Community Home” in the City of Pittsburgh.
Section 2. The requested deliverable shall be submitted to Council by August 31, 2015
Section 3. The inventory and map shall be made public and shall be published on the City Planning website by August 31, 2015, and shall be updated in advance of any proposed “Community Home” special exception Zoning Board of Adjustment hearing. .
