WHEREAS, Richard Valorie, Jr. grew up on the Northside of Pittsburgh and has witnessed the detrimental impact that drugs can have on a community; and,

WHEREAS, Mr. Valorie works at the Pittsburgh Parking Authority and continues to serve as an active member of his community; and,
WHEREAS, on October 30th, 2023, while Mr. Valorie was patrolling the Monongahela Wharf as part of his duties, he encountered a woman suffering from an apparent overdose; and,
WHEREAS, thinking quickly and calmly, Mr. Valorie immediately retrieved Narcan, an over-the-counter nasal spray that can treat opioid overdoses; and,
WHEREAS, Mr. Valorie then promptly administered Narcan and saved this woman’s life; and,
WHEREAS, Mr. Valorie rightly believes that it is important to for everyone to have access to and learn how to administer Narcan in such life-or-death situations.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Pittsburgh does hereby commend Richard Valorie, Jr. for his swift thinking and heroic action on October 30th, 2023 that saved this woman,
BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh hereby declares Tuesday, December 5, 2023, to be “Richard Valorie, Jr. Day” here in the City of Pittsburgh.
