Whereas the Act 47 Coordinators have issued recommendations to the City of Pittsburgh for fiscal recovery; and
 
Whereas Recommendation IR02 calls for the establishment of a risk management task force to implement effective and efficient risk management procedures and policies for the City of Pittsburgh; and,
 
Whereas these risk management procedures and policies must include all City of Pittsburgh owned assets as called for by Recommendation IR03 in the Act 47 Recovery Plan.
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      The Mayor is hereby authorized and directed to create a Risk Management Task Force to implement effective risk management procedures and policies for all City of Pittsburgh facilities and properties.
 
Section 2.      The Risk Management Task Force shall consist of the City Safety Manager, the City Solicitor or his designee(s), the Deputy Director of the Department of Finance and/or his designee, the Director of the Department of Public Works or his designee, and the Chief of the Bureau of Building Inspection or his designee(s), and the President of City Council or his/her designee.
 
Section 3.      The Risk Management Task Force shall meet at least monthly and make regular recommendations to the Mayor and his Chief of Staff that improves and reduces overall asset risks to the residents of the City of Pittsburgh.  Specific areas for study and recommendation include facility and property risk management processes, notification procedures and record keeping.
