WHEREAS, The Pittsburgh Urban Leadership Service Experience (PULSE) was founded in 1994 and is dedicated to increasing the capacity of local nonprofits by connecting people with passion to area organizations with purpose; and,

WHEREAS, PULSE has a three-pronged model of nonprofit partnership with talented young people, community living where participants share household tasks and learning experiences, and training participants to become servant leaders by providing personal and professional development opportunities; and,
WHEREAS, PULSE fellows and alumni have had a positive impact on the East Liberty, Garfield, Highland Park, Perry South, and Allentown neighborhoods, spearheading initiatives such as the creation of the Union Project and the Kincaid St. Community Garden; and,
WHEREAS, throughout PULSE’s time serving Pittsburgh, over 375 PULSE participants have contributed some 550,000 hours of service to close to 200 Pittsburgh nonprofit organizations; and,
WHEREAS, PULSE desires to hold raffles and other small games of chance at their various events in order to raise funds to support their charitable efforts; and,
NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh hereby recognize the Pittsburgh Urban Leadership Service Experience to be a civic and/or service organization within the context of the Pennsylvania Small Games of Chance Act, as amended.
